In a large skillet filled with boiling water, add the beef liver in a colander and let it cook for 10 minutes.
After this time has passed, remove the liver from the skillet and chop it into smaller pieces.
In a large bowl, add the eggs, the salt, a pinch of black pepper and whisk everything very well.
Add green onions to taste, the liver we prepared, mix everything very well and set aside.
In a large skillet over medium to low heat, add a drizzle of olive oil.
Add the onion chopped into small cubes, the grated carrot, the mushrooms chopped into smaller pieces, the red bell pepper chopped into small cubes and sauté all the ingredients very well until they soften.
Next, transfer everything to the bowl with the liver, add the wheat flour, the grated mozzarella and mix everything very well until smooth and well combined.
In a large skillet over medium to low heat, add a drizzle of vegetable oil.
Add the mixture we prepared, using a spoon, and fry everything until golden brown.
Serve.
