White Sauce
Into a skillet, start by adding a drizzle of olive oil and the red onion finely chopped into dices, sauté well.
Add the crushed garlic cloves, the green and red bell peppers finely chopped into dices and the salt, stir well.
After that, add the ground beef and stir until browned. Season with the salt, the oregano, the sweet paprika and the black pepper, mix them all together.
Then chop the tomato into dices and transfer to the skillet.
Add the water and the tomato paste, mix again.
Sprinkle parsley to taste over the meat and set aside.
Now, into another pan, add the unsalted butter or margarine and stir until melted, add the wheat flour and stir until combined.
Gradually add the milk and stir until the flour dissolves. Add all the milk and stir into a creamy sauce.
Season with salt and black pepper, stir and set aside.
Into a pan filled with boiling water, add 9 precooked lasagna sheets, let them cook for 5 minutes.
After this cooking time, gently remove them from the water.
Get one of the sheets and spread 1 tablespoon of white sauce all over it, add 1 tablespoon of ground beef and roll it up into a log shape.
Repeat this process until you’ve used up all the sheets
Once you’ve done that, into a large skillet, spread some of the white sauce covering the whole bottom.
Add and arrange the roll ups over the sauce, then pour in the rest of the sauce.
Top with grated mozzarella cheese.
Cover the skillet and let it all cook until the cheese has fully melted.
Serve.
