Start by chopping the cauliflower and transfer to a saucepan, add enough water to cover, add the salt and the milk, let it all cook on medium heat for 15 minutes.
After this indicated time, drain the water and transfer the cauliflower florets to a bowl, add the eggs and mix very well into a mash.
Add the wheat flour and mix well until combined. Add a teaspoon of salt and mix again.
Into a glass baking dish, add the olive oil and spread it very well all over the bottom and sides.
Pour all the cauliflower mash and spread well, set aside.
Into a skillet, add the olive oil and the diced onion, stir until lightly browned, add the diced carrot and the sliced button mushrooms, mix well and cook for about 3 minutes.
After this indicated time, add the diced tomatoes, mix and cook for another 5 minutes.
Now, add the diced green and red peppers.
Season with salt, dried parsley, sweet paprika and black pepper, mix well and cook for 1 minute.
Once you've done that, pour all these vegetables over the cauliflower mash, spread it out very well.
Finally, top it all with the mozzarella cheese.
Bake in a preheated oven at 180°C (356°F) for about 20 minutes.
Serve.
