Filling
Into a bowl, add the bulgur wheat, the water, set aside until hydrated. Then add the diced onion, the mint leaves, the chopped chives, the chili flakes and the mixed spices, mix it all together very well.
Gradually add spoonfuls of this mixture and blend it until a smooth and easy-to-shape dough is formed. You can shake the blender a bit to help in this step.
After blending all the mixture, transfer to a bowl and add the ground beef, mix very well.
In another bowl, mix the grated cheese and the seedless chopped tomatoes, set aside.
To shape the kibbehs, get some of the mixture and roll it into a small but thick cylinder, poke a hole with your finger in the center of the mixture and shape the edges, making then thinner and making the hole wider. After that, fill these holes with the mozzarella cheese.
To close it, push the filling down and pull the mixture up, making an oval shape. Repeat this process with the other end of the mixture, shaping it into a kibbeh.
Once you've repeated this process with all the dough and filling, fry in very hot oil or bake. To bake, grease a baking dish and drizzle some oil over the kibbehs and bake in a preheated oven at 230°C (446°F) for 30 to 40 minutes.
Serve.
