Into a bowl, add the bulgur wheat and the very hot water, mix well, let it rest for 1 hour.
In another bowl, place the ground beef, add the olive oil, the salt, the tomato, the onion, the garlic, the parsley, the chives and the oregano. Add the previously hydrated bulgur wheat and use your hands to mix well.
Grease a baking dish with olive oil, spread it out then add half of the kibbeh mixture, spread.
Add the soft cheese and the grated mozzarella. Cover it with the rest of the kibbeh mixture.
Add a drizzle of olive oil over the mixture and bake in a preheated oven at 200°C (392°F) for 40 to 60 minutes, serve.
