Start by cutting the peeled potatoes into cubes.
Transfer them to a large saucepan, add enough hot water to cover them, turn on the heat at high power and let them boil for 10 minutes.
After this indicated time, drain all the water and set aside.
In a skillet, add enough oil to cover its bottom.
Add the unpeeled garlic cloves after making a slit in the center of each of them, let them fry for 2 minutes.
After this indicated time, remove them from the oil and set aside.
Add the boiled potatoes, let them fry until golden brown, remove from the oil and set aside on a plate lined with paper towels.
Now, in a food processor, add the fried garlic cloves (but peel them first), add parsley to taste, the salt, the black pepper, the sweet paprika and the wine vinegar, process well until combined.
Next, in a skillet, add one drizzle of olive oil, add the spice mix we made and stir-fry for 1 minute.
Then add the potatoes and stir-fry for 3 minutes.
Turn off the heat and set aside.
In another skillet, add enough vegetable oil to cover its bottom, and once the oil is hot enough, add the eggs and fry them, seasoning them with one pinch of salt.
Once fried, place them over the potatoes and serve.
