In a saucepan, add the potatoes and cover them with water, let them cook for 20 minutes.
After this indicated time, drain all the water from the potatoes, and let them cool until they reach room temperature.
In a bowl, add the water, the olive oil or oil, the white vinegar, the onion chopped into small cubes, the crushed garlic cloves, the red bell pepper chopped into small cubes, the red chili pepper finely chopped into round slices, the salt, chopped parsley and chives, mix very well until combined.
Now, poke the potatoes with a toothpick – make holes all over them.
Transfer all these potatoes to a large pot with a lid and pour in the mixture we made.
Cover the pot and let the potatoes soak for at least 5 hours.
Serve.
