Into a bowl, start by adding the ground beef, the onion, the garlic, the green and red peppers, the tomatoes and some parsley to taste.
Season with salt, black pepper, chili flakes and dried parsley. Mix it all together very well into a meat mixture.
Into a pizza baking tray, spread some tomato paste all over the bottom, add the oil and spread it as well.
Transfer the meat mixture to the baking tray, spreading it very well.
Cut this meat into 8 slices, pizza style, after that, set it aside.
Get the previously peeled potatoes and cut them into round slices. Cut the onion in half then cut the halves into strips. Also chop the pepper into small strips.Then cut the tomato also into strips and set aside.
Get the potato slices and place them around the edges of the baking tray, do the same to the tomatoes; then make a circle of potato slices int the center of the tray as well. Also arrange some small tomatoes slices around these potatoes in the center.
Add the pepper strips, repeating the same process made to the potatoes and tomatoes. Also add some pepper dices to the center of the circle in the middle of the tray.
Put the onion strips on top of the potatoes slices, and also add some onion dices to the center of the circle in the middle of the tray.
Spread some tomato sauce all over it, but that's totally to taste.
Bake in a preheated oven at 200°C (392°F) for 1 hour and 30 minutes.
Baking time may vary depending on the power of your oven.
Serve.
