Start by dicing the potatoes and set aside.
Chop the green pepper and the red pepper into dices as well, do the same to the onion.
Also dice the tomatoes.
Once you've diced all of these ingredients, transfer them to a baking sheet. Also add the crushed garlic cloves and the ground beef. Then add the tomato paste and drizzle some oil or olive oil all over the ingredients.
Season with salt, mixed spices, oregano, sweet paprika and finally, pour 100ml of water over the tomato paste.
Now mix it all together very well by hand until all these spices are incorporated into the meat. After that, spread the meat over the baking sheet and make it flat.
Cover the baking sheet with aluminum foil.
Bake in a preheated oven at 200°C (392°F) for 45 minutes.
After the indicated baking time, remove the foil and add the shredded mozzarella cheese all over it.
Take it back to the oven and bake for another 20 minutes.
Serve.
