Into a saucepan, add 1 pack of condensed milk, the coconut flakes (we recommend using the dried one) and the butter, turn the heat on medium and mix nonstop until it thickens. Turn off the heat and set aside to cool down.
Into a bowl, add the chocolate powder, the milk powder and mix well. Add the condensed milk and mix it all together very well until a dough is formed. Mix with your hands if you prefer (gloves help prevent the dough from sticking).
Get a large and slightly thick plastic bag, place the dough at the center of one of the halves of this plastic and cover it with the other half. Flatten the dough by hand then use a rolling pin to stretch it, until it's about 0.5 cm thick.
Cut one of the sides of the dough, remove the plastic and fill the dough with the coconut mixture, spread it out, leaving some space around the edges.
Roll up all the dough.
Garnish with white chocolate to taste.
Serve.
