Start by placing a fine mesh strainer over a large pot of boiling water set to medium heat.
Add the uncooked rice into the strainer and let the rice steam until it’s nice and tender.
After that, transfer the rice while it’s still hot to a food processor or blender.
Add a chicken breast cut into small cubes and blend everything very well until it becomes a smooth and creamy mixture.
Transfer this mixture to a medium bowl and add the egg, the salt, the black pepper, the garlic powder, the wheat flour and the milk, mix everything thoroughly until you get a firm, smooth mixture.
Now, using a tablespoon, take small portions of this mixture and shape them into nuggets.
Repeat this process with the entire mixture.
Fry the nuggets in hot oil until nicely golden brown.
Drain the excess oil on some paper towels.
Serve with your favorite dip.
