Chop the potatoes into dices and let them boil until they have cooked through.
Chop the red pepper into dices and chop the parsley.
Mash the potatoes with a masher or fork and add the egg, the salt, the black pepper and the chili flakes, also add the parsley and the chopped red pepper, add the wheat flour, mix very well until combined.
Get a portion of this potato mixture, roll it by hand into a ball and flatten it a bit.
Add some grated mozzarella cheese in the center of the ball and close it to prevent the cheese from leaking while frying it.
Roll the potato ball again and flatten it.
Coat it in bread flour and set aside. Repeat this process with all potato balls.
Add some oil into a skillet and fry them in hot oil.
Drain on paper towels and serve.
