Start by cutting the beef into thick strips then cut it into smaller pieces.
Next, transfer these pieces of beef to a large bowl, add the milk, cover with plastic wrap and let them soak for 20 minutes.
After this time has passed, in a medium saucepan, add the olive oil, the butter and stir until melted.
When that happens, remove the pieces of beef from the milk and transfer them to the saucepan.
Let them fry until golden brown, remove the beef from the saucepan and set aside.
In the same saucepan, add the onion chopped into small cubes, the sweet paprika, the crushed garlic cloves, the salt, a pinch of black pepper and stir.
Next, add the mustard, the soy sauce and stir.
Add all the fried beef and stir again until well combined.
Next, add the water at room temperature, stir and let it all cook for 30 minutes.
After this time has passed, make a mixture with the cornstarch and the water.
Once the starch has dissolved, transfer it to the saucepan with the meat and stir.
As soon as the broth thickens slightly, add parsley and chives to taste and stir again.
Serve.
