Start by crushing the Halls drops - put them between two plastic bags and pound them with a mallet to thoroughly crush them.
In a saucepan, add the condensed milk, the wheat flour and the crushed drops, mix well.
Add the table cream and the white chocolate, turn on the heat to medium temperature and stir well until a cream is formed.
Transfer the cream to a bowl and let it cool a bit.
When the cream is warm, get small portions and roll into balls.
Finally, coat all these balls in black sanding sugar, to taste.
Put these balls in candy cups, take them to the fridge, and let them chill for 1 hour.
Serve.
