Into a saucepan, add the condensed milk, the table cream, and the milk powder, with the heat still off, and mix well until combined. Then turn the heat on medium-low and stir until the cream thickens.
Transfer the cream to a bowl, cover it with a plastic bag touching the cream and let it cool down to room temperature on the side or, if you prefer, take it to the fridge to speed up the process.
In a bowl, whip the whipped cream until stiff.
After the cream has cooled down, mix it with the whipped cream. Mix very well into a smooth cream. Add the chocolate chips and gently mix again.
Transfer to a glass dish of your choice, garnish with chocolate bits and refrigerate for 3 to 4 hours.
