Filling
Peel and chop the carrots, the zucchini, the tomatoes, the onion, the pepper and the chives, set it all aside into a baking dish.
In a bowl, place the eggs, the olive oil, the salt and mix very well, add the grated parmesan cheese, the wheat flour, the milk and mix very well again, add the baking powder and stir gently until combined.
Transfer these vegetables to the bowl filled with batter, mix very well until the batter is absorbed into all the vegetables. Add the previously braised ground beef and mix very well again.
Get a tray or baking dish, add a drizzle of oil and, with a brush, evenly spread it very well all over the bottom. Transfer the whole mixture to the baking dish, top it with the mozzarella cheese, add some olive oil and oregano to taste.
Bake in a preheated oven at 200°C (356°F) for 40 minutes.
Serve.
