Start by grating 1 large carrot, transfer it all to a bowl, add the oat flakes and mix.
Add the eggs, the red onion chopped into small dices, season with the salt, the garlic powder and the black pepper, mix very well again.
After that, add the chopped parsley and the tuna, mix.
Now, using your hands, get small portions of this mixture and shape them into patties. Repeat this process with all the mixture.
In a skillet, add enough oil to cover its bottom, and once the oil is hot enough, fry the patties until both sides are golden brown.
If you prefer, you can bake them at 180°C (356°F) for 20 minutes.
Remove the patties from the skillet and soak up the excess oil on a plate lined with paper towels and serve with a dip of your choice.
