Start by cutting the beef into round slices, then in half, into steaks.
Next, in a skillet, add the bacon cubes and fry them until golden brown.
When that happens, remove them from the skillet. In the same skillet, add the beef steaks and fry them on both sides until golden brown.
Next, remove them from the skillet and set aside.
In the same skillet, add the onion chopped into small cubes, the sprigs of rosemary and the crushed garlic cloves, stir until golden brown.
Add the wheat flour and stir for 1 minute.
After that, add all the fried bacon bits, the beef steaks and stir until incorporated.
Season with the salt, the black pepper, the dried basil, the chili flakes, the sweet paprika, and stir all the ingredients until incorporated.
Now, pour in the warm water and the dry red wine, stir once again.
Add the bay leaves and the tomato paste, stir.
Cover the skillet and let it all cook for 40 minutes.
After this indicated time, add another ½ teaspoon of salt and the granulated sugar, stir one last time.
Serve.
