Start by adding the ground beef into a skillet, stir very well until it cooks through and releases juices.
Add the diced onion, the grated carrot and the cabbage chopped into strips. Mix very well for 1 minute.
Season with salt, black pepper and garlic powder and stir again for 1 minute.
Cover the pan and let it all cook for 5 to 7 minutes.
While the meat is cooking, add into a bowl the sifted wheat flour, the baking powder, the eggs, the table cream, the salt, the sugar and the mayonnaise, now mix well until a smooth batter is formed.
Now, transfer half of this batter to a 20cm cake mold greased with butter, spread it out well.
Transfer all the cooked meat to the mold and pour the rest of the batter over the meat, spreading it well.
Bake in a preheated oven at 180°C (356°F) for 40 to 50 minutes. Baking time may vary depending on the power of your oven.
Serve.
