In a bowl put the cooked rice, the parmesan, the breadcrumbs, the baking powder, mix very well. Add the egg, the salt and add the milk gradually until a mixture is formed, add the other half of the breadcrumbs and add the rest of the milk, mix into a shapeable mixture.
Add some parsley and chives and mix for 1 minute.
Fry in hot oil with the help of 2 spoons (one to be used as a measuring spoon and the other to help push the mixture into the oil).

Very plain.. not a lot of flavor.
