Dissolve the jelly powders and transfer to a glass dish, take to the fridge until it hardens.
Into a pan, add the condensed milk, the corn starch and with the heat still off, mix until combined. Add the table cream, the milk and with the heat still off, mix it all together until combined. Add the vanilla essence, turn on the heat to medium temperature and stir nonstop until it thickens.
Turn off the heat, stir a bit more and let it cool.
Make a layer with the cooled cream over the jelly, spread well and make a layer with the cookies, repeat this process until all the cream is used up.
Let it chill in the fridge for 5 to 6 hours.
Sprinkle dry grated coconut to taste.
