Put water in a saucepan and let it boil, as soon as it starts to boil, add a spoon of salt, the oil and the pasta, stir slightly as soon as you add the pasta so it doesn't get sticky.
Cook for 7 to 10 minutes.
Drain the water and set aside.
Into a pan add the oil or olive oil and the onion, sauté until translucent, add the garlic and sauté until golden, add the pepper and tomato (remove the seeds), sauté for 30 seconds.
Add the tomato sauce and mix, add the water, the salt and the black pepper, mix well again, add the chopped parsley and stir.
Cover the pan and let it cook for 10 minutes, then add the chives and mix, add the drained pasta, mix and serve.
