In a skillet, start by adding one drizzle of olive oil, add the ground beef and stir until the meat juices nearly evaporate completely. When that happens, add the onion chopped into small cubes, the green bell pepper chopped into small cubes and the crushed garlic cloves, stir well until the onion and the pepper get slightly wilted.
Add the tomato sauce, the tomato paste, and season with the chili flakes, the black pepper and the salt, stir for another 2 minutes.
Add parsley to taste, stir and set aside.
After that, cut the peeled potatoes into thin slices.
Next, in a baking sheet lined with nonstick baking paper, add 150g of grated mozzarella cheese covering the whole bottom.
Then add the potato slices, placing one on top of the other, making a layer over the cheese, just like shown in the video.
Add one pinch of salt and brush vegetable oil all over the potatoes.
Take them to a preheated oven at 200°C (392°F) and bake for 30 minutes.
After this indicated time, remove from the oven and add another 100g of grated mozzarella cheese, add all the meat over the cheese and spread evenly.
Add another 100g of grated mozzarella cheese, the tomatoes cut into round slices, parsley & chives to taste and oregano to taste.
Take to a preheated oven at 200°C (392°F) and bake for another 10 minutes.
Serve.
