For Frying
In a bowl, put the meat and add the garlic, the salt, the black pepper and the vinegar or lemon, mix very well.
In a skillet or pan, add 2 Tablespoons of Oil or Olive Oil, sear the meat until it's medium cooked and set aside.
In a pan, add 2 more tablespoons of oil or olive oil, sauté the onion until golden, add the tomato, the paprika and the green pepper, sauté for 1 minute. Add tomato paste and oregano, stir again.
Put the meat in the pan and add the water, stir and cook for 15 to 30 minutes. The longer you cook, the tender the meat and the thicker the sauce, so the cooking point is entirely at your taste.
Serve.
