In a large pot, add the white rice, the water and mix.
Turn on the heat to medium-low, stir and let it cook until the water has almost fully evaporated.
Next, remove 1 cup of this rice and set it aside.
Add the milk, lower the heat, stir and let it cook for 10 minutes.
Now, in the blender, the cup of rice we set aside, the sugar, the powdered milk, the condensed milk, the milk and blend everything well until smooth.
Then, add this blended mixture to the pot with the rice, the vanilla essence, the cornstarch, and stir continuously until the mixture is smooth and begins to thicken slightly.
Serve.
