In a large bowl, add the cabbage and the hot water.
Cover with plastic wrap, place it in the microwave on high power and leave it for 8 minutes.
In a large bowl, add the ground beef, the green bell pepper chopped into small cubes and the tomato also chopped into small cubes.
Add the cooked rice, the breadcrumbs and the egg.
Season with the salt, the black pepper, the sweet paprika, the garlic powder, the onion powder and mix everything very well until combined.
Once the cabbage has cooked, remove all its leaves.
Next, place 2 of these leaves on a cutting board.
Add half of the meat mixture we prepared, spread it evenly and add the grated mozzarella cheese.
Cover the filling with 2 more cabbage leaves, trim the edges and cut into strips.
Then fold each cabbage and meat strip in half, forming a roll.
Repeat this process with the remaining meat and cabbage.
In a large baking tray, add the tomato sauce and spread it evenly.
Add the cabbage rolls we prepared earlier.
Take it to a preheated oven at 180° C (350° F) and bake for 40 minutes.
Serve.
