Mixture
Into a saucepan, add the potatoes and enough water to cover them. Cook until al dente.
Into a round baking dish, grate two peeled tomatoes and add the tomato paste. Mix very well until combined and evenly spread it all over the bottom of the baking dish. Set aside.
Into a saucepan, add the onion and the garlic, sauté until brown, add the ground beef and cook for 2 minutes, add salt, sweet paprika and black pepper, cover the pan until the juices fully dry up.
Into a bowl, add the milk, the wheat flour, the egg, the salt, oregano and black pepper, mix well and set aside.
Peel the precooked potatoes and cut them into round slices. Transfer half of these potatoes to the baking dish with the tomato sauce, covering the whole bottom.
Transfer the ground beef to the baking dish and spread it out.
Place the other half of the potatoes over the ground beef and cover the potatoes with the milk mixture we've set aside.
Finally, top it all with the grated mozzarella cheese and some oregano to taste.
Bake in a preheated oven at 200°C (392°F) for 30 to 40 minutes.
Serve.
