White Sauce
Pancake Batter
In a pan, sauté the onion and the garlic, add the ground beef and stir-fry. Add the salt, the paprika, the bell pepper, the tomato and the tomato sauce, mix very well. Finally, add the water and let it cook for 10 to 20 minutes or until the water evaporates.
Preparing the white sauce:
In a pan, put the butter and add the wheat flour, mix nonstop for 1 minute. Gradually add the milk, always stirring nonstop.
Add the salt and the nutmeg, stir nonstop until it thickens a bit.
Preparing the pancake batter:
Into a blender, add the eggs, the milk, the salt, the wheat flour and the oil, blend very well.
Grease a skillet with a small piece of butter, pour some of the batter and cook until lightly browned on the bottom, flip the pancake and brown the other side too. Repeat this process until you've used up all the batter.
Fill the pancake with the ground beef and roll it up by pressing it down. Repeat this process until you've used up all pancakes and all the filling.
Grease them bottom of a baking dish with tomato sauce and spread well, transfer the stuffed pancakes to this dish and cover them with the white sauce. Sprinkle the mozzarela cheese and top with oregano to taste.
Bake in the oven until the cheese is melted and browned, and serve.
