Into a skillet, add the olive oil or oil, add the chopped onion, sauté very well. Add the crushed garlic cloves, sauté very well until golden.
Add the chopped red and green peppers, sauté for about 1 minute.
Add the ground beef, sauté until it is lightly cooked and starts to release juices.
Season with salt and black pepper, mix well so that the seasoning can incorporate into the meat, cover the pan and let it cook for 5 to 10 minutes or until the juices dry up.
Add parsley to taste and the tomato paste, mix very well, turn off the heat and set aside.
Cut off the crusts of the bread slices and flatten them with a rolling pin, until well flat.
To shape them, get one slice, dip your finger in some water then rub it in the bottom edge and in one of the side edges. Then roll it into a cone shape, gently press down on the side edge and on the tip of the cone, to make sure it's well sealed.
Using a spoon, get some ground beef and fill up the whole cone with it, rub some water in the top edges to close the top as well. Put them together until nicely sealed.
Repeat this process with the rest of the bread slices.
Dip these cones in the egg mixture then in the bread flour, repeat this process twice with each cone.
Fry the cones in hot oil, flipping them and leaving until golden.
Drain on paper towels and serve.
