In a large bowl, add the ground beef, the grated onion, the grated carrot, the grated potatoes, the red bell pepper chopped into small cubes, the crushed garlic cloves and chopped parsley to taste.
Season with the salt, a pinch of black pepper, the dried rosemary and the sweet paprika.
Add the eggs and mix everything very well.
Next, transfer this mixture to a table lined with parchment paper and flatten it, spreading it with your hands until it is even.
Next, using the top part of a plastic bottle, make cuts across the meat shaping it into beef cakes.
Then transfer these beef cakes to a baking sheet lined with parchment paper and with a spoon, create half-moon shaped markings on top of them.
Take it to a preheated oven at 180° C (350° F) and bake for 35 minutes.
Finish with parsley to taste.
Serve.
