Pie Base
In a blender, add the cooked rice, the hot water, the melted milk chocolate and blend everything thoroughly until it goes smooth.
Remove the mixture from the blender and set it aside.
Once again in the blender, add the cooked rice, the hot water, the white chocolate and blend everything thoroughly until combined.
Next, in a food processor, add the milk biscuits and grind until you get fine crumbs.
If you prefer, you can do this process in a blender.
Transfer everything to a large bowl, add the melted unsalted butter and mix very well to combine.
Transfer the entire biscuit mixture to a 20cm removable-bottom cake pan lined with parchment paper and arrange everything evenly.
Then, add the mixture of rice with white chocolate and spread it evenly until flat.
Add the milk chocolate mixture and spread it.
Place it in the refrigerator and let it chill for at least 3 hours.
After this time has passed, unmold the dessert and sprinkle powdered milk to taste all over it.
Serve.
