In a large skillet over medium heat, add the water and bring it to a boil.
Add the condensed milk and mix until dissolved.
Transfer to a medium bowl, add the vegetable oil and mix.
Add the egg and mix until completely dissolved.
Next, add the salt, the wheat flour and mix very well until combined.
Now, grease a medium skillet over medium to low heat with unsalted butter.
Add 2 ladles of the batter we prepared earlier, spread it across the skillet and fry until golden on both sides.
Remove from the skillet, set aside on a plate and repeat this process with the whole batter.
Finally, top each pancake with 1 tablespoon of chocolate spread, spread it out well and roll it up.
Serve.
